On 25 October 2025, the Third Pudong New Area Regulations Seminar and the launch of the publication Research on Pudong New Area Management Measures, hosted by the Pudong New Area Regulations Research Centre of the Institute of Law at SASS, were held in SASS. The seminar focused on the theme “Rule of Law Issues in Building a Modern People-Centered City” and brought together practitioners from government agencies and experts from academic institutions.

Professor Quan Heng, Secretary of CPC SASS Committee, noted that Pudong New Area shoulders the significant historical mission of establishing a leading zone for socialist modernization. The reform, opening-up, construction, and innovative development of Pudong all require the rule of law as an essential safeguard. He emphasized that building a modern, people-centered city must adhere to the concept of a “people’s city”. Whether optimizing the business environment, innovating social governance, or enhancing people’s well-being, the rule of law must serve as the foundation, providing a more equitable, just, and secure institutional environment for urban development. As a leading think tank serving both the nation and Shanghai, SASS will continue to conduct cutting-edge research on Pudong New Area regulations and Shanghai local legislation, providing intellectual support for establishing the rule-of-law safeguards needed for Pudong’s leading zone.
Professor Yao Jianlong, Deputy Secretary of CPC SASS Committee and Director of the Institute of Law, as well as Director of the Pudong New Area Regulations Research Centre, presided over the opening ceremony and book launch. He stressed that management measures represent an innovative legal instrument designed to meet the needs of high-level reform and opening-up within the current era’s overarching framework, aligning with Pudong’s function as a “testing ground”. Their emergence is underpinned in historical, theoretical, and practical logic. Research on Pudong New Area Management Measures is the first specialized and comprehensive domestic work dedicated to analyzing Pudong’s management measures, and therefore holds foundational and pioneering significance in this field.
During the seminar, participating experts conducted in-depth discussions across two sessions: Legal Governance Experiences in Building Modern People-Centered City and Legal Governance Expectations in Building Modern People-Centered City. The exchanges produced broad consensus and a range of constructive insights, providing intellectual support for the development and implementation of regulations and management measures in Pudong New Area, as well as for establishing a legal governance framework to support the development of the pilot zone.
